There is still a fundamental disjuncture between an acknowledgement of rights-based issues (as a major cultural aspect) and disaster proneness and prevention. The conference addresses four dimensions of cultures and disasters in the context of justice and social inclusion:
1. How are risk-related policies, disaster management, adaptation measures, prevention and recovery linked to governmentality, inclusiveness and other essential rights-based processes, including the state’s responsibility to provide safety?
2. In which ways are disasters expressions and results of social inequality and inequity?
3. How can we better understand disasters as accelerants of instability, discrimination and marginalisation, adding up to everyday threats and injustices?
4. How can we deal with disasters as triggers for and catalysts of social transformation and new, creative social orderings?
